Do you apply any modifiers based on how much noise the rogue is making? What if the rogue is not moving, for example, or the area is full of loud noises?

Do you apply any modifiers based on how much noise the rogue is making? What if the rogue is not moving, for example, or the area is full of loud noises?

The rogue is assumed to be making very little noise. If she makes more noise, it's a judgement call whether she's automatically heard by any creature with the wherewithall to hear her, or they just have advantage on their Perception checks relying on hearing.

If the rogue is has not moved for at least a round I grant advantage on her Stealth check.

If there is a lot of ambient noise I impose disadvantage on Perception checks relying on hearing.

Basically, stillness or movement, and camouflage, of the hiding creature affect its Stealth check; all other factors (obscurement, cover, attention or distration, ambient conditions including wind, and distance) affect a perceiving creature's Perception check.
