Good Question.
To get a good picture, take a look at the past contest threads -- the judgements are all there along with the entries.
But the short answer is that we start with how well the ingredients are used -- are they integral to the story of the adventure, did they get tacked on in an obvious way, did they get forgotten, etc.
An important thing to keep in mind is that in each round you compete with one other DM -- so, if there's a particularly tough ingredient, it may not be necessary to use that ingredient well, just do so less poorly than your opponent.
That's a heavy part of the judgement. We also consider and evaluate the creativity and playability of the adventure -- how "cool" is it, would we like to play it, and so on. Note that "cool" is hard to define and quantify -- often we talk about looking for an element of "rat bastardy" in the entry, but that's just a special kind of cool...
Each judge does it a little differently, and in the end the judgements are pretty subjective, but those are the core points of evaluation.
