Is Exotic Weapon Proficiency: Net worth taking?

Ok, one of these questions is a rules question, but in general i'm looking for opinions about using nets.

you make a ranged touch attack to entangle the creature (-2 to att, -4 to Dex, 1/2 speed, cant run or charge, DC 20 Escape Artist or DC 25 Strength check to get out as full round action)

Plus you can make an opposed STR check to keep the entangled creature within the reach of the trailing rope.

This seems like it could be fun, especially when fighting someone who youre afraid might run off. Or just a flavor tactic for a gladiator or sea-based character.

Question: But is it worth a feat, especially since you can basically only get one shot at it each combat, and it takes a round to use which is one less round of potentially doing damage?

Rules Question: Would you be able to hold that trail rope and attack with a one-handed weapon or cast a spell? I would assume that this would be considered two-weapon fighting and come with the penalties, or for the spell possibility, at least lower your strength check severely on holding the rope.

but that can be easily avoided by
Round 1: throw net, and hold rope
Round 2: drop rope as free action, lay smack down on netted baddie.

Also given that ranged touch attacks are generally easier to make than normal ranged attacks, so the -4 penalty doesn't hurt so much...

is using a net a full round action?
I don't remember, sorry.
if it isn't, you could couple it with quick draw and a javelin if you have another attack.
(I think?)
but yeah, you could just use the net without the feat anyway at a -4 and do alright.
