Having gender stat differences adds far less to the game than it takes away, so it's good thing for it not to be there. It's apples and oranges compared to racial bonuses, though. This entire tangent has no relation to Tasha's and the discussion of racial bonuses.
in a discussion of decoupling stat bonuses it sure does matter
 


From a CR standpoint, sure, they just need to have that +7 and do a lot of damage. There are a lot of creatures that aren't strong that get +7 to hit and do damage without being big and strong. They don't have high strength. Giants have great strength because size and "strong" directly translates into strength scores going up.
again you could remove the stat intirely... str- give them +7 might bonus to hit and damage, and say they can carry extra weight... done. We just use Str as a short hand for those things.
 


Biological fact: people are so varied that any 'average' is useless for measuring individuals.

"Men have more upper body strength" okay, but in how large of a sample size do we need before that evens out to that fact?

Sure. And if a strength score doesn't actually measure how strong a creature is, you should just get rid of it. It serves no purpose and its existence is just confusing.
