Having gender stat differences adds far less to the game than it takes away, so it's good thing for it not to be there. It's apples and oranges compared to racial bonuses, though. This entire tangent has no relation to Tasha's and the discussion of racial bonuses.

From a CR standpoint, sure, they just need to have that +7 and do a lot of damage. There are a lot of creatures that aren't strong that get +7 to hit and do damage without being big and strong. They don't have high strength. Giants have great strength because size and "strong" directly translates into strength scores going up.

again you could remove the stat intirely... str- give them +7 might bonus to hit and damage, and say they can carry extra weight... done. We just use Str as a short hand for those things.

Biological fact: people are so varied that any 'average' is useless for measuring individuals.

Game rules... aren't real. The only 'facts' are what's written in the books and now the books say different. So it's not a 'fact' anymore.

sort of... I just want to make it JUST a measure of how strong you are and disconnect it from attack rolls personally...
