Is the upcoming Revised Psionics Handbook going to replace the previous one?

Short answer-yes.

The original might have feats you want to keep, so I would consider keeping it, or printing a copy of the feats section of the psionics SRD.

I'm assuming it will, but it's really hard to say.

Given that's it being presented (or at TITLED) Expanded Psionic's Handbook, seems like it would, but I honestly couldn't say either way until it's out.

[ I hope it is, because it'll give a nice immediate break from the Insane Cross-Referencing in PGF ]

Yes.

It is a reprinting and revision of the 3.0 PH with a boat load of new stuff. No need to have the 3.0PH at all after the XPH is released.

I thought Echoes of the Past was supposed to be using 3.5 Psionic rules? No?

Echoes of the Past uses 3.0 Psionics... (The same Psi rules that are currently in the SRD)

To my knowledge, WotC hasn't released the 3.5 Psi Document to developers for use yet, but from just a skim over the rules content and the 'already known' content from 3.5 psi, there are some troubles (the new discipline mechanic, the potentially new Base Stat), but those troubles most likly won't be too Insurmountable, it does result in a tad bit of a kludge :(.

Could only tell for sure when the new book is out though.

Bogus. I could've swore that someone posted that this was going to be 3.5. Then again, I remember someone posting that Faithful & Forsaken didn't make the elf god's return official too. Ah well. Hopefully there will be a web update or something. I hope that companies continue to remember that customers appreciate it when things get updated on the old web and use that resource more like Green Ronin's done with a few of their Masterclass books.

For these books with few changes, the update via web is best. It surprised me to no end when Malhavok decided to charge a couple $ for the updates.
