According to the ECLs listed at Soldarin's ECL calculator, the only one is the Merfolk.

Merfolk, pg 135 in the MM
+2 Dex, +2 Con, +2 Cha
Low-light vision
Medium Sized Humanoid
Favored Class: Bard

Unfortunately, they can't survive out of water. Kinda limits their feasibility as a PC race.

According to the semi-official (or at least soon to be official) ECL numbers given in the current Dragon, merfolk have ECL 1.

I got to admit this really bugs me as well. They say in the DMG "You could create a frail raceof kindly, beautiful creatures with a +2 Charisma bonus and a -2 Strength penalty, but be aware that most people will not play such a race." Well I would! So essentially if you want a good sorcerer race your screwed however if you want to play a good wizard race and your in the FR you've got the sun elves.

To me it seems there should be some consistancy we have a race with +2 str, +2 dex or +2 con, but with the exception of FR sun elves (possibly a couple others) there are no good spell casting races that are +0 ECL. I feel like there should be either no standard races with a +2 to spell-casting abilites or there should be one race that covers each ability.

...looks like I will have to create a "beautiful human" race for my setting (hmmm...Str-2, Dex+2, Con-2, Cha+2; plus something extra...)

I don't know if your DM will allow this, but why don't you play a character who is middle age, old, or venerable? That'll get you a plus to all your mental stats and a minus to all your physical ones. (p. 93 PHb)

In order to get his +2 to charisma (along with a +2 to int and wis) he would have to take a -3 to Str, Dex, and Con. Which is pretty steep, especially since he's going to only really benefit from one of the mental abilities (there are easier ways to get +1 skill point per level and +1 to your will saves) and in the bargain will probably lose at least 2 to his AC or 2 hit points per level, not to mention the effect of the str loss.
