Who asked you?

My only concern with these is there's no limit to the size of the opponent. Just don't see that halfling paladin flattening a huge dragon.
 


For an at-will power I really like that drawback of opp attack on a miss.

For an encounter/daily I like the miss effect of 'pushback'.

I don't really feel like this is 'power attack' anymore though. That name has too much baggage.
 

Variation of a theme:

Fighter Attack 1
You swing your weapon recklessly, hoping to crush your foes with raw strength.

Encounter * Martial, Weapon
Standard Action
Melee weapon
Target: One creature
Attack: Melee weapon vs. AC
Special: Attack grants Combat Advantage from all melee opponents other than the target

Hit: [W] + 2XStrength damage and the target is dazed for one round.

Makes it worthwhile if done but does not become the immediate choice

Considering the opp attack penalty, I don't think you need to apply a penalty to the attack roll. Fighters still miss often enough that the opp attack can be a big penalty.

Still seems too weak for an encounter power.

The OP's version I think also isn't in the spirit of 4E - not moving to make Power Attacks turns Power Attack into the Full Attack of 3E.

Doing STR damage on a miss has already been mentioned by the designers as an effect of an existing power.

I'm not crazy about granting Combat Advantage or pushback, either.

I have a feeling the official version will be pretty basic.
 

Another way to do it..

That isn't too powerful as I feel so far all the 2[w]+str are.

And these things shouldn't be too complicated.


Power Attack
Fighter Attack 1
You focus your raw strength, into a wild but inaccurate brutal attack.

At-Will * Martial, Weapon
Standard Action
Melee weapon
Target: One creature
Attack: Melee weapon vs. AC +2

Hit: 1[W]+4 power damage + Strength damage.
Miss: Your next movement is limited to 2 squares, this lasts until your the end of your next turn.

This packs a reasonable offset, opponent gets +2 ac, you get +4 damage, and if you miss, your next move leaves you slowed as an offset.

But this is just an opinion.
