I've solved Power Attack!

Look at the other two "at will" powers. Both have basic attacks, basic damage, and either add 3 damage to an adjacent target or shifts a target and lets you move into their squre.

So at will = basic attack, basic damage, + extra
Similarly, it would seem at will = reduced attack, increased damage + extra (depending on the difference between attack and damage).

I hardly think a a chance at getting a OA against you is worth 2[w]+str damage even without the -2 to attack.

eh, I'm letting reality get in the way, if you fight an equal opponent and you foolishly over swing... a power attack if you will, then your dead. basically the opponent will meet your strength with weakness allowing you to miss and slide past his sword, and then all thats required is the simplest strikes. How would one show that in the rules? is this a case of reality getting in the way? is their a way make this cool and worth while?

Alternatively, you could also have an At-Will ability that costs a Minor action to enchance your normal (and/or special) attacks somehow (maybe giving it a penalty as well), instead of making it a damaging power on its own.
 


Pardon my ignorance but what is wrong with the simple "attack penalty = damage bonus" rule?
These alternatives seem rather counter-intuitive by comparison.
