Charge is a full-round action. If you're charging and do not finish your action, you can't take any other action. So, if you're charging over a precarious surface and fail by 4 or less you stop, you don't get your attack, and you cannot continue moving. You're done. If the obstacle doesn't hinder your movement, though, how would this rule apply?
