Yeah, the only thing we offer that wouldn't be in the PHB1 is background benefits from PHB 2, but those are easily explained without having to wholesale give anything IP-related away.

I can only find one paragraph on "Gorebrute" shifters out of all the books I've checked. Are they expanded on anywhere or are they just "Shifters with horns?"

Are Shifters supposed to be just a general beastman kind of deal or are the different "breeds" specific animals?

They are beastmen, normally they are connected to tiger, wolf, ram and some other animals (depending on their heritage (longtooth, gorebrute, swiftwing etc)...but you can essentially choose any type of were-creature and say your shifter is descendant from such (and read-up on Eberron history too)

Non Sequiter: Do we still have enough judges to actually pass something if it gets proposed or would we have to wait for R1 to come back from hiatus? I'm most curious if we could get ShadRS or TardiS approved for a second PC since their first adventure kind of stalled during the prologue.

Keep in mind that last time we looked at this (a year ago), we already changed the rules to be 4 RP instead of a fixed level increment. Its been less than 3 for your group.

Don't belittle IT guys, they are protecting you from yourself. Trust me, we learned hard way that with 99.9% of the problems, the cause is between the chair and keyboard.

And I don't even work in strict IT line and we don't reinforce such draconian measures. Keeps us busy putting out fires.
