I would say yes (WotC calls their errata "Updates" anyway. The Marshall build will require the standard waiting time.

Yes, but these "updates" (like the ones for Wizards powers right before the E-classes came out) are not listed on their errata page (the one the charter refers to); thus a bit of nit-picky confusion.
