I'm going to guess it's probably going to be intentionally weaker than all other classes level-for-level. Not so weak that you can't function, but weak enough that you REALLY don't want to flagrantly disregard your Oath on purpose.

Possibly, if they balanced it out to be as powerful as the other classes I don't think it would be an issue. I mean if you wanted to be an oathbreaker initially why would you make any other kind of paladin. So if you fell you would still be just as capable but your subclass stuff would be replaced entirely with oathbreaker stuff which would still provide the desired effect of removing your oath's class features yet giving you new ones until you atone. I expect an oath breaker would completely replace spell casting with some sort of melee variant or something. Who knows, it still sounds exciting though.

Why? If you want to a paragon of virtue, there's an option for that. If that gets boring there are options for falling. Why penalize it?

Edit: I guess my point is I don't consider the behavior restrictions of a paladin a balancing factor.
