Yep, and Five nations overrides that restriction in a few (two?) cases. I don't have it with me, but I think it did so in a fairly overpowered way.

As Brehobit said, Five Nations overrides that in two very specific cases (in both you must be a native from Breland): Magebred Bears and Magebred Ghost Tigers.
 

Champions of Valor presents a great variety of horse breeds. While this doesn't solve the problem of a mount dying instantly to a 10th level wizard's fireball, it shows that there can be quite a variety in the horses' abilities.

I'd allow a warhorse as a druid companion, perhaps at level -1 or so. The same would apply to the Wild Cohort feat (which I've now seen for the first time and think it's a great idea).

Finally, why not buy some magic items for the horse?

Wouldn't be the first time that an Eberron supplement overrode the ECS in a way that didn't make sense :)

Of course, a ranger or druids mount can get evasion at an early stage which can help a little.
 

Im making a 17th level mounted fighter (8th level fighter, 9th cavalier) for a new campaign. Any ideas for a more survivable warhorse?

The ONLY books allowed are :

* Player's Handbook
* Dungeon Master's Guide
* Monster Manual
* Complete Adventurer
* Complete Arcane
* Complete Divine
* Complete Warrior
* Magic of Incarnum

The DM wont take anymore.
 

The only more survivable horse with those sources would be a mechanical (horse effigy) or magical one (figurine of wondrous power).

They really need to copy Keith Baker and have all the copies do all the Eberron stuff. :/

For all their importance, magic items are less important than character abilities, other than for boosting AC (and maybe weak saves). Plus, the character on the horse wants to live.

Well, it helps that those magebred bears and ghost tigers were relased back into the wild, mingled with non-magebred animals and are now the norm for their species... :)
