Only if you believe levels 1-2 are training wheels which I don't. Low level is just as much a part of the D&D experience as high level.I don't think we have the same idea of what training wheels are for.
The first two levels take literally two days in-game, and maybe two sessions of real time, if going by the DMG recommendations.I mean it's fact that most classes don't actually start functioning the way they're intended until level 3 when the subclass finally, arduously comes online.
