Yes, you can. The stone immediately rises 20 feet up and continues on its way, almost certainly missing you.
Not quite. It starts rising immediately but by no means covers all 20' immediately, leaving it an open question whether the rock has gained enough altitude to clear your head by the time it reaches you.
Since its altitude doesn't change, it flies a long way, probably out of sight. When your turn comes around you can change its altitude, though you'll be doing it by guesswork since you can't see it any more.
Levitate needs line of sight to the target, doesn't it? And has a range?
 

By this logic you could use mage hand to push yourself while levitated.
That's brilliant, though you'd have had to cast MH first otherwise you'd break your concentration on Levitate.

I like this sort of thinking - kind of makes it a poor man's slow-motion Fly spell.
