Lighting Conditions in Combat

I've been wanting to add some more environmental conditions to my new campaign, and one of the questions I have is about light, especially the light spells.

The concealment sections give miss chances for various darknesses. But would the light spell counts as moderate darkness. From a real world perspective, light and torches would definately be moderate, but should that translate into the game? Also, I figure low-light vision would double the distance of a light spell to 60ft, but it also says that low light cancels out moderate darkness. Would the same apply for the light spell in dungeons?

Here's my take:

Pros
1) It makes the combat in dungeons more interesting as miss chances are added.

2) Makes humans a bit weaker compared to the other races. IMC, a lot of people play humans, and while I think that's great a little more variety would be nice.

Cons:
1) More rolling and more debate in combat.

2) Would make rogues a lot weaker (concealment=no sneak attack).


Do you think the idea is valid by the rules? DO you think its a good idea?

I would not give concealment within the radius of any light source. Beyond the light source, yes, and it varies based on the conditions of the terrain. A moonlit, starry night, for example, might be moderately dark. Under those conditions, only those with low-light vision (or darkvision) escape the concealment. Thus, an elven rogue could make a sneak attack, but a human rogue could not.
