Line of Sight & Line of Effect, tied at the hip or not?

You still have to roll to see if it hits or misses.. otherwise that would be unfair as it's a free hit, on an at will power and no other classes get anything of that sort. It'd be over powered.

No you do not.

1) It does not tell you to roll anything to hit, does not have a hit entry, and does not have a miss entry, and does not have anything in the effect entry that states you do anything if you hit or miss.

2) It is not a free hit. It is free damage. The distinction is very important. If you have Hunter's Quarry and magic missile, you cannot apply Hunter's Quarry damage to Magic Missile because HQ's damage only applies to hits. The same goes with Sneak Attack. Magic Missile will never trigger Flurry of Blows. Magic Missile will never trigger any effect, feat, power, or item you have that requires a hit as a trigger.

3) The damage is not much, and it is less than you normally would given average attack rolls and a more damaging power. On top of that, only the enhancement bonus and a handful of items will add to its damage. Most damage bonuses to damage rolls will never go near this thing.
