If you don't mind waiting a while, The Morrow Project, 4th edition is in play-test and is supposedly due to be released soon. There is a CHAR-GEN pre-release on their facebook page.
Hmmm...you might be able to tweek the game systems from Goblinoid Games ( http://www.goblinoidgames.com/products.html )...in particular, use Labyrinth Lord and Mutant Future, as well as Starships and Spacemen; they are all compatible with each other. Just toss in some house rules regarding resting and healing and you should be good to go.
How about GURPS? It is out now, well supported and can be adjusted to the power level you like. It even has a low powered magic system. It can be deadly and healing can take time, if you prefer.
This is going to be a lot to go over so far, thanks a lot for the suggestions guys. Hopefully something mentioned here works for me. If I do find something that fits from the suggestions I will say so, in case anyone else is looking for something like this.

Yes, that is actually what drove me to look for another system. I think that has a good start, but sanity isn't really something I wanted to apply, and there isn't really enough character progression in the game. As I said, my end goal for players is "I am very powerful in the scope of what I can do, but I am not invincible or godlike" and that seems to leave characters about the same as when they started, and makes dying TOO easy.
