Bluffside - this city has staying power and works over a long time, maps are weak but you can scan and add details as you see fit.
Sharn - lack of maps but nature of city makes it hard
Streets of Silver - a well built book and city with a lot of detail, maps are fair
Geanavue for KoK - Takes some work from the DM to adjust to non-KoK campaigns but good maps and details.
Freeport - good place to visit but not to campaign in.
 

Hmmm, sticking to stuff not yet mentioned - but not necessarily D20:
Free City of Haven (available from Different Worlds Publications - I almost swallowed my gum when I found out that it was back in print!) A generic setting, easily used with D20.

Freiberg for 7th Sea, a good setting that can be converted to D20 very easily if you have the D20 version of 7th Sea - Swashbuckling Adventures.

And, if you can find it, City State of the World Emperor - the sequel to the original City State of the Invincible Overlord. The two of them shaped the way I ran cities in RPGs for years at the least. :)

And, while not a city itself Midkemia Press's Cities is an excellent book for designing and running cities, as is Fantasy Flight's Cityworks. The latter is available as a PDF from Drivethrurpg.com for about $5. A good portion of the old Thieves World supplement was taken from Cities.

Not sure what you mean as it has PLENTY of good maps, especially if you get the HC.

Uhm not sure I'd agree. It's just as gritty as Sanctuary aka Thieves World, just more pirarcy and theivery.
 




That kind of ruins the fun of the city though if you do that.

I mean it's like taking Mezonberran, putting it top side and filling it full of sun elves.
 

(Gonna beat Nightfall to the punch...)

Two that I use for my campaign are Mithril and Hollowfaust. Mithril shows how evil and corruption can still occur in a city run by LG clerics and paladins. They also have an ever-present threat in the Blood Sea and a conspiracy of mages lurking in the background. Hollowfaust shows how a group of necromancers who are not bent on world domination run a city and the rather interesting developments from that.

These cities are rather high-magic. Mithral has fishy mutants crawling out of a sea dyed red by the blood of a fallen titan. Hollowfaust is, well, run by a cabal of necromancers, so it should be no surprise that undead form the bulk of the city guard. Don't go out at night unless you really have to.

OK, there aren't any large maps and only Mithril is by the sea. Also, they might be a little hard to find because they have been out for a while (although my FLGS has Mithril).
