Looking for a Well Developed City Setting

i recently rented a decent video game called the elder scrolls:morrwowind and they have a city called vivec that was so well designed that i put it right into my setting. it fits all your criteria, and im sure you could find a map of it if you looked around online. its definitely right up your alley.

The Living Greyhawk Journal #2 covers the Free City of Greyhawk. It also has big map of the city. I think you can still get that one in the Paizo store.

Castle Zagyg:Yggsburg covers the whole town of Yggsburg and its environs. Very detailed with lots of NPCs and personalities. There are also quite alot of adventure hooks in the book

Another source I am planning to use is World of Warcraft. Some of the cities in the game just beg to be used in a pnp campaign. Ironforge, the Undercity and Darnassus could make excellent sources. On the bigger WoW pages you get detailed maps, descriptions, keys and NPCs that could be easily ported to a campaign.

WoW, eh? Think I'll wait to see if WW/S&SS does something similiar when/if they do more focused areas of the world. But still, not bad.
 

I remember hearing about a city setting named Tredroy or Tridroy...it was divided into three pieces by a forking river, and each part of the city had a different culture with different laws therein.
Interestingly convoluted, if nothing else.
