I remember hearing about a city setting named Tredroy or Tridroy...it was divided into three pieces by a forking river, and each part of the city had a different culture with different laws therein.
Interestingly convoluted, if nothing else.

'Tredroy' is a city in the GURPS 'Banestorm' fantasy setting. The 'Tredroy' book describes a city on the border of three countries: one culture is Sunni Muslim, the other Shiite, and the third is Christian (who conquered a formerly Muslim country in a crusade). It is an interesting city, though perhaps full of potential political controversy in this day (but the religions could be changed to appropriate 'fantasy' ones).

(FYI, the 'Banestorm' brought various cultures from Medieval Earth to a fantasy setting -- hence the presence of real world religions and cultures.)
