Your typical 14th-level PC ought to have 150,000 gp of gear. Assuming he's invested in 26,650 gp in +5 plate mail, 18,000 gp in a +3 ring of deflection and another 18,000 gp in a +3 amulet of natural armor (total 62,650 gp, less than half his gear value), he should have a flat-footed AC of 29.
Ignoring criticals, the average damage that the weretiger will do on his bite, claw and rake attacks is 1d8+8 (claw) +1d8+8 (claw) +2d6+4 (bite) +1d8+4 (rake) +1d8+4 (rake) +15d6 (5 sneak attacks) = 105.5 hp.
However, the expected damage is only about 48 hp (45% of 105.5) because each attack only has a 45% chance of hitting an AC of 29.
If it was a weretiger rogue 11, it would be CR 15, and would have a BAB of +12, an attack bonus of +19, average damage of 123 hp and expected damage of about 68 hp.
My guess is, your character was either under-equipped for his level, or had lower than average AC for some other reason (a lightly armored swashbuckler-type character, for example), the weretiger had some attack-boosting equipment, such as a +2 amulet of mighty fists or a +4 belt of giant strength modified to fit tiger form, your DM rolled very well, or some combination of the above.
