AH.. but the simple fact of saving against something doesn't tell the CHARACTER that a power's being used on them, only the player. The way I understand it, as a mental sensory effect, Mind Reading is only noticeable to characters with an appropriate super-sense, such as mental awareness.
With the area effect - if you automatically hear everyone in the area, and can't filter it, that would make the effect completely useless.. You wouldn't be able to understand any of the thoughts if there were 2 dozen coming at you at the same time. Yet Area is a suggested extra for the power, and doesn't say you require any extra senses to comprehend what you're hearing, So is it
A: You can read any single target IN the area, or
B: You can read (And understand) ALL targets in the area? OR
C: You can read and understand any number of targets in the area (Selective)
Also, it's not 'constant'. It's a concentration based power, requireing conscious effort, so it's something you have to 'turn on'.
(Just for the record, what I'm going for with this particular power is the Telepaths from Babylon 5. They put up a 'wall' to prevent themselves from accidentally reading people around them, but when they open themselves up, they can hear all those nearby, and 'home in' on any one of them.)
