This is why I asked them to work together to see what they wanted for their characters.
Well, I'm trying to re-emphasize the Cap portion and the military background with the tactical stuff and a bit more field leader stuff. To that end, I improved interaction skills a bit (also giving him a decent feint), slightly reduced gather info (and left investigation alone at 0), added Move-by-Attack (It was an oversight that it wasn't there in the first place), gave him the tactics stuff, ditched the gadgets, ditched survival (considering it not an adventuring-relevant skill in four color even if he might have it in his background), reduced int, and added leadership and some luck limited to powering it.
