Looks good. You need to specify what your Deflect power lets you Deflect (and I can't tell how many ranks in the power you have at the moment)
Your grapple bonus should be +9 (+8 melee attack, +1 Str)
As I also mentioned to Mark Chance, you're too far under your PL caps on Attack/Damage/Defense/Toughness.
Your offense is somewhat weak (only +8 to hit and 9 damage with Improved Critical at one rank). I'd add Attack Specialization (Katana) if it fits the concept that he'd have made time to already specifically train with the katana. That puts him almost at his PL caps, which should be fine.
Then your defense is under your PL caps as well. In particular, a character with Teleportation 10 can easily justify a Defense above 20. I'd add 2-3 ranks of Dodge Focus to what you have now (3 ranks would put you at your caps, given a Defense/Toughness tradeoff of +3/-3).
I'd also seriously consider taking the Evasion feat, as it makes perfect sense for a teleporting character and helps protect against area attacks.
So in summary, add: Attack Specialization (Katana), +2 Dodge Focus, Evasion.
Subtract: OK, this is going to be really easy. You've paid too many points for your Combat stats. You took +4 base attack and +8 base defense, it looks like (plus 2 ranks of Dodge Focus gives 20 Defense). But when you went to calculate how many pp to spend on your combat, you forgot you had already bought the Dodge Focus and charged yourself 20 pp for the base Defense, it looks like. So your Combat Stats should only cost 24 pp, not 28 pp, and you have 4 pp left over to buy the abilities I've suggested above![]()

And for the combat stats, I have +4 BAB and +8 BDB, which has a cost of 12PP and 16PP for a total of 28PP. There is no mistake there.
No, Base Attack only costs 2 pp/rank. You may be thinking of 1e M&M, where BAB cost 3 pp/rank and BDB cost 2 pp/rank. But in 2e, they're both 2 pp/rank.
I am too used to 1st edition it seems. Well, I'll see what to do with these 4 last points. I might follow your suggestions.
You don't have to take Dodge Focus as a regular feat, by the way. You can take it as an Enhanced Feat (from Ultimate Power, the same as Enhanced Attribute but for feats). If you want it to be explicit that his part dodging ability (and Evasion) are related to his Teleportation, not his general skill, that's what I'd do for the Dodge Focus/Evasion feats I mentioned.
So, if I take them as Power Feat to Teleportation, it will also gives me more points to distribute to Alternate Powers, but if my Teleportation get nullified, my defence sucks.
