Hawkborne's Magical Missile Launcher
This is a tube, not unlike a small bazooka. You can load a Fine item, such as a flask, into the tube as a ME action, point it at your target, and use a command word to launch it as a ranged touch attack. Any ranged attack-based feats, such as point blank shot, apply. Its range is 440 feet and has no range increments (like a ray).
Caster Level: 3rd; Prerequisites: Craft Wondrous Item, launch item; Market Price: 1,800 gp; Weight: 1 lb.
This spell works like Launch Item from Magic of Faerun, but allows non-spellcasters to use it. Note that Launch Item does not allow items like daggers or bolts to be launched.
I think it could be underpriced. Do you? I was thinking of doing one of three things:
1) Doubling the price by requiring caster level 2. This would increase the range to 480 feet and make it 3,600 gp.
2) Restricting it to 5 uses per day. This won't affect the price but reduces the utility and therefore makes the current price more viable.
3) Making it a spell trigger item so that only spellcasters could use it. However, I don't know of any other item that uses spell trigger and isn't a wand or staff and not charged.
One thing I noticed - if a bandoleer takes a ME to grab an alchemist's fire, then you could only fire this weapon once every two rounds. ME to grab the flask, ME to load, and then a standard action for the command word. This suddenly seems underpowered. However, removing the ME to load the flask seems overpowered for this reason:
You could have a row of 5th level archers 440 feet away shoot alchemist fire flasks at the oncoming enemy in an open field with a probable +9 to hit with a ranged touch attack that would most likely hit at least 80% of the time. That's assuming the opponents have 16 dex. If the enemy was double-moving, it would take 7 rounds to reach the archers. If they were running in at least medium armor, it would take 5 rounds. With light armor, 4 rounds. Seven rounds of alchemist's fire is 14d6 damage not including the splash damage. That same archer shooting at someone 440 feet away with a composite longbow will be 4 range increments away (-8 to hit) and probably only hit 25% of the time at best.
