2nd level spell - Blindness/Deafness at medium (or is it long?)range cause permanent (yet dismissable) blindness or deafness in an opponent with only a verbal component. No attack roll necessary.
1st level spell - blinding spittle, ranged touch at -4 at close range to instantaneously blind target, no save.
Hmm.. On the one hand it is druid only, so I kinda like it at level one, on the other, it's no save, and a wizard who can't target is reduced to nothing but area of effect spells. Rogues can't sneak attack (and suffer 50% miss chance and 1/2 speed like all other melee classes).
I'd say depends on the power level of the campaign.
