Magical Crafting Costs

Lately, I have been looking at a lot of the Craft _<Magical Item>_ feats as well as the pregenerated items in the DMG. I know that the Craft Golem gives a price tag for the body which is included in the crafting cost. For most golems the body generally seems to cost approx. 15% of the crafting cost. There are a few exceptions to this, like the Shield Guardian (~40% for body and amulet) and Clay Golem (~1%).

What I would like to know, is for items like Figurines of Wonderous Power, what percent of the craft cost would you generally apply to just the item before magic is invested into it?

For the most part? I wouldn't; it's primarily meaningless fluff. If you happen to run across an appropriet art item, I'll let it count towards the materials at full value. Otherwise? Meh, only matters after a Disjunction, or in a non-maigic society.
 

I was think more along the lines of someone crafting the physical form of the Figurines of Wonderous Power long before they can actually "enchant" them. Thus have a collection of little Figuriens, that could be used later to make the Figurines of Wonderous Power.
