Making Dual Strike a normal attack, not a power

Here's a thought, now that dual strike has been errated so its no longer a super damage dealer like twin strike....could it be given to all classes as an attack option?


Right now sword/board gain +2 AC/ref in most cases. Two handers gain big weapon die and damage.

Two weapon fighters require powers to actually use two weapons....but what if everyone wielding two weapons had the option. So now wielding two weapons lowers your damage but allows you to attack multiple targets.


Shield: Big defense
Two Handed Weapon: Good big damage.
Two Weapons: Good against multiple opponents.

What do you think?

What I'm trying out in my house rules is that if you have two weapons, if you make a basic attack with one is a standard action, you can make a basic attack with the second as a minor action in the same turn. I might need to tone it down so the second attack doesn't add ability score modifier to the damage.
 

You could probably get away with doing it that way, but what does it really get you? One more at-will for Tempests (who don't need it), a lot more dual wielding brutal scoundrel rogues, all rangers still take twin strike which is better in every way...
 

So basically Dual Strike would be an extra at-will attack option for anyone willing to use two weapons? I don't see this as a game breaker just because most characters who would use it probably have better attacks anyway. But I think it would be a nice option for those times when you really need to spread your attacks out a little (minions anyone?).
