Yes, it is pretty lame. By way of example, the Dervish PrC requires Combat Expertise as a prerequisite, but gains a huge dodge bonus when...fighting defensively. And while the two can be stacked, it is damnably inefficient (a nice way of saying "dumb to even consider") doing so unless taking the full -5 penalty from CE and still needing more AC (which is saddling the character with what, a -9 to hit?).

It is a useful option for a Rogue character I think, especially if just dropped the Flanking Sneak Attack Bomb and have garnered the monsters attention.

When I played a Rogue I would routinely Sneak Attack, Fight Defensively with Expertise, tumble and then Sneak Attack Again.
Playing a Rogue with a 10 Con and average HP rolls I really had to minimize getting hit. For other characters I do not think it is worth it however.
