Meloras Tide

Can I use Melora's Tide on unconcious allies? If an ally is at -3 HP, he'll heal to -1 and +1 in the next two rounds?
I use Melora's Tide on an ally, and after a couple of rounds he is dropped to negative HP. The regen stops?

REGENERATION
✦ Heal Each Turn: If you have regeneration and at least 1 hit point, you regain a specified number of hit points at the start of your turn. If your current hit point total is 0 or lower, you do not regain hit points
through regeneration.
