Per the spell description, I agree completely with this summation.

And yet I cannot for the life of me figure out WHY it is this way.

Actually, Penultimate often does mean "second best."

For example, the "penultimate battle" in a campaign is the one just before the final, climatic battle.

If the battle just before the last one happens to be the second-best, that doesn't mean that the word means second best.

It would be like me saying "Actually, Orange often does mean 'tasty'. For example, I like carrots and mandarins."

It's true to say that carrots are orange, and it might be that carrots are tasty, but that doesn't mean that orange means tasty.

It's true to say that the second-to-last battle is the penultimate, and it might be that this battle is the second-best, but that doesn't mean that penultimate means second-best.

And yet I cannot for the life of me figure out WHY it is this way.

But why? Does this spell make sense to you? Can you visualize how it operates?

Not to be disparaging, but for some people RAW is like holy scripture. If RAW happened to say that people wore hats on their feet and hamburgers ate people, that would be enough - common sense doesn't come into it. It's like how some people refuse to believe we evolved from apes despite overwhelming evidence - but that isn't a debate for these forums.

Which I why I have never, and will never, run a strictly RAW game, I like to fiddle with rules that don't feel "right" to me.
