Well, yes and no.
You don't have to be redundant in your listing by copying the exact Section 15-- for example, you don't have to relist every SRD attribution from every book-- but you do have to list all of the individual copyright notices. You DO have to include all the copyright notices
listed in Section 15 from any source.
I believe TFT must be attributed. Because it is listed as a source of derivation for POTS, POTS is now "infected" with TFT's open content. (Pardon my use of the term.)
There is no way to use Open Content from POTS without also attributing the sources used in POTS, and that would seem to include TFT.
EDIT: Just two more things.
Just to extrapolate what can happen by dropping out an attributed source, imagine what would happen if someone were to use content from Ultimate Feats and reduce the copyright attribution down to simply, "Ultimate Feats Copyright 2002 Mongoose Publishing." There'd a huge list of folks there who have suddenly lost their proper copyright credit!
Same exact thing going on with POTS and TFT: They can't just cut TFT out of the attribution "loop." If it is listed as a source for POTS, it must be listed as a source for Ultimate Feats.
Although I haven't seen the Section 15s of most of those other works, they may be affected as well if Mongoose repeats this error.
Finally, IANAL, but hopefully my layman's explanation is up to snuff.
