People on forums almost always have subjective opinions. Without making an objective qualifier, I can say that every single group I've met has brought the druid's wild shape up as feeling a bit off. It's a frequent topic on forums in various ways. But that's okay, because everyone's groups should customize the system to their preference.

The freedom to change the system to how your group wants it is great. It's also part of the reason why the system doesn't need anyone to strenuously defend it against anyone who might besmirch it in the lightest way.

Ok, sure, but I've also done the math, so I feel my opinion is at least well-informed. Druid forms by CR:

1: 8
2: 9
3: 3
4: 1
5: 3
6: 1

Some things to note:

* Of the form CR upgrades, almost all of them fit into a couple categories: pounce, multiattack, charge
* Forms with the most interesting utility are all CR 1
* Once the druid gains access to flying forms, he gains no new forms a land druid doesn't also get.
* All CR4+ forms are size huge, which means they won't fit in many dungeons

So while most spells can be cast at higher levels and weapon attackers will scale with the gear they receive, moon druids are unique in that they lose effective choices as they level. This feels, personally, subjectively, like a design with some pretty glaring holes.
