D&D 5E Moster stat blocks - Skill/save bonus

Just a quick and hopefully easy question that I hope the thronged masses can help with.

I'm working on updating my Roll20.net character sheet for 5e, specifically adding support for NPC stat blocks and associated functionality so DM's can get more use out of the sheet.

The skill bonuses and saving throw stats listed in the monster NPC stat blocks are a little unclear. For example (using the Adult Red Dragon in the DM version of the Basic rules PDF) -

Saving Throws Dex +6, Con +13, Wis +7, Cha +11
Skills Perception +13, Stealth +6

Is the intention that the bonuses listed in the block are the total bonus (including the normal ability modifier), or in addition to the normal ability modifier (meaning that with a +5 CHA mod the dragon would roll CHA saves with a total +16)

My gut tells me it's probably the total bonus, and that for anything that isnt specifically listed they would just use the normal ability bonus but I wanted to make sure I hadnt missed a rule note or interpretation somewhere....because of course that never ever happens! ;)
