Sorry, but I don't see the confusion.

The phrasing is "Your speed becomes 2" which is much different from "You are prevented from moving more than 2 squares in a round".

Running says "Move up to your speed + 2". To me, it isn't hard to see your maximum Slowed movement in a round thus becomes 4 plus 4 plus any shifting you might do for a normal total of 9 squares per round.

Remember moving anything more than 5 squares brings non-trivial penalties. Those four extra squares are not always worth it.

This doesn't mean setting a hard limit on 2 squares moved is necessarily a bad houserule, only that Slowed becomes a crippling condition, much worse than intended.

Yeah. Running gives everyone else combat advantage, provokes like normal movement, and makes it highly unlikely you're going to hit anyone after the -5. That means most enemies wanting to damage you will stay at 4 squares with a charge rather than 6 with a run and a charge. Slow is still highly useful at holding off enemies.

Oh, let's just say that if Wizards were to update that particular rules paragraph, I wouldn't object if they added some clarification.

You can Run while Slowed, and it works even better with Chariots of Fire playing in the background.

Lol... been a while since I saw that movie.

FWIW we play with slow being a hard limit of 2 on your movement (you can't run or double move or anything to go faster). In our games Ray of Frost, Sleep and other effects which have slow are considered to be valuable powers.

How do you get to 9 squares?
"any shifting"? Moving twice only leaves you with a minor action. Are we talking kobolds here?
