Not exactly D&D, but there are Mutation rules in D20 Future and D20 Apocalypse (the latter book goes as far as setting a Level Adjustment for how many Mutation Points you have, and has an Advanced Class devoted solely to developing Mutations).

There are a couple of d20 supers games out. Everyone seems to think well of Mutants & Masterminds. d20 BESM could also work.

i remember trying to make Marvel comics style "mutants" back in the 2E days. :)

i think it could be done with a simple template, or even simpler you could chose a few dozen Spell-like abilities (take 'em from the PHB, MM, or even magic item powers from DMG) and when you roll up a PC, you roll a power(s) randomly. :)

There are people I've encountered on these boards who have run pure fantasy campaigns using Mutants & Masterminds and who seemed genuinely pleased with the results.

While I haven't done so myself, I have done the same with HERO. It works out all right.

I'm really interested in running a D&D game using Mutants & Masterminds. It just seems like it would work so much better at higher levels, where things often tend to get degenerate.

I actually just made a character for living supers here on ENWorld that's actually a concept I had for a fantasy character...
