My brother is a bugger... what should I do?

My brother is 10 years older than me. We have never gotten along. He is something of the black sheep of the family.

His B-day is the 28th and everyyear I call for X-mas and B-day. He answers the phone with an obvious "must I...?" tone in his voice. But I still call every year.

This year I am truely considering NOT calling.

Does this make me a part of the problem? Am I wrong to break ties with him and force him to call me if he wishes to communicate?

Thoughts? Ideas?
