Some things to consider.

The larger the pantheon the more likely that the following will occur
- Large pantheons tend to be regional, not local.
- They will also have wide variation in terms of worship from one area of the region to another.
- The mythology will support divine rivalries and many intra-pantheon relationships.

You may find that the 22 deity pantheon is more than enough for any campaign. The smaller may not be necessary.

Just to throw this out there in the event that you didn't know. Green Ronin did 'The Book of the Righteous' which is a terrific resource for the whole god pantheon going into it in depth. Granted they created a pantheon but it can be mined for a lot of good ideas etc. It's a pretty well received book. They did it for 3E and then updated it to 5E.
