When you say "universal system," are you referring to a RPG system? If so, the 2 best universals out there are HERO (my personal fave) and GURPS (which, if nothing else, probably has better vehicle rules).
Similar in some ways to Gurps but more for D20. Read through some of the stuff on the link in my sig. I don't consider it truly universal because if I was going to do a Superhero game I would go to M&M, but I have been able to run a lot of other settings in this game and have a better time doing it then any other system I've tried.
Once you get a good idea of how the system works then I will add you so that you can add things to the site. Check it out and see if you have any questions or suggestions on how to make it easier to understand how the system works for players and other GMs. I am working towards the ability to have a random table and have the GM be able to roll for that evening's story or even setting. You could use it to cover jumping through dimensions, etc.
