Need some help with balance on a feat and a race

Two quick balance checks. one on a race, one on a feat.

Race:
+2 Dex, +2 Chr.
All Elf bonuses and penalties, bonus feat and bonus skill points as human, +2 saves vs magic, 40' base move.

Is this ECL +1?

Background:
A spear called a firespear can only be used by a true master of the weapon to full effect. These spears are always masterwork and cost 500GP to buy from a smith (who must himself have this feat.) Enchanting such a spear is very difficult (the cost in gold and EXP is as if the spear has a +1 bonus higher than what is actually being enchanted).
Effect: Any target when hit by a fire spear wielded (not thrown) by a firespear master must make a DC 12 + wielders CHR bonus FORT save or take 1 point of damage per round of fire damage for 10 rounds. Further, a firespear master may freely use "arcane strike" with the weapon, but the additional damage is fire rather than unnamed.


The prereqs are pretty big and a spear is a simple weapon to start with. But it is pretty powerful....

The race looks fine for +1 LA to me.

The feat is somewhat too powerful. It's better than the 3.0 version of the Wounding magic weapon quality in most cases, and vastly cheaper (+1 wounding weapon = 8300+ GP; firespear = 500 gp.....), plus that Arcane Strike at-will ability (from Complete Arcane, is it? Don't have that book so don't know what it does, but pretty sure I recall seeing it mentioned alongside Complete Arcane). A 1st-level fighter/1st-level wizard meets the prerequisites to take it easily at 3rd-level; they'd basically sacrifice 1 wizard level (taking a fighter level instead) for proficiencies and Weapon Focus and some extra HPs and Fort save bonus, in exchange for gaining a feat at 3rd-level that gives them unlimited use of Arcane Strike (whatever that is) in addition to a virtually-free Wounding-equivalent effect. Plus it doesn't appear that a Heal check or magical healing could prevent the persistant fire damage. On the flipside, if they're going to focus on being a warrior-type, they give up a few HP, +1 BAB, and 2 feats in exchange for a nice weapon with good damage and such, especially for fighting trolls and whatnot.
