I think that we need to go to WoTC for a clearification on what they meant with the ability to fly if it isn't possible using the core rules. I think that there must be some mistake here.

This is relating to the alter self thread and the text that says that you can fly but there is no way (form) that allows it.

If your character lives in the Forgotten Realms and has knowledge of either the Avariel or Aarakocra, then he could use alter self to fly. To have knowledge of the Avariel you would need Knowledge (local) of a region in which they live (Knowledge (local) gives you information about humanoids). For the Aarakocra, you would need Knowledge (nature) because they are monstrous humanoids. Or the character could have met one of these species himself.

If the character lives in Greyhawk, I think he's out of luck.

I thought that core meant PHB, MM, DMG. If you are putting spells in there that say that a person can fly then it should be possible using the core rules, IMHO. I can't think of any other spell/prayer that isn't going to work the way it reads except in some other campaign setting. Am I crazy?
