New background; Surface Drow

A surface dwelling drow would still be mostly nocturnal. The character would spend day time indoors, wear protective eye gear to go outside, and have to just squint a lot. The drow dark adaptation is bred into them, it is genetic. Growing up on the surface would mean CULTURAL adaptation to the ways of surface dwellers...

Why not. I would reduce darkvision to the standard 60 ft and add something of the flavour text you wrote to the feature.
