newbie DM has questions

Since you played 1e: Things were more arbitrary then, probably too arbitrary. On the other hand 3.x refugees can be so obsessed with rules consistency they have fits.
If you don't know what to do let the player pick a skill that is more or less appropriate, set a DC that feels right (buy the Rules Compendium) and go for it. Let the players invent solutions and then pull a number out of your preferred oriface that reflects your desire for success. Players love to roll dice. Often they love it more when there is a slim chance of success. So respect your players, play to their desires, make sure everyone has fun and they will give you a lot of latitude in the DC's and other numbers you demand.

My suggestions for books to get for your group would be the Essentials line as well. The classes in the Heroes books are simpler yet compatible with the PHB classes. The Rules Compendium is just great and the Monster Vault with its counters, above average adventure and more evocative descriptions is a must. Don`t discount the usefulness of the books you have though. PHB classes are much more customizable and the DMG`s (1&2) are great RPG textbooks.

I would also advocate a trial of DDI if you have a few bucks to spare.

I'm probably going to try to homebrew a small few-encounter adventure for my son. Will also put the Essentials, Monster Vault, and Compendium on my wish list. (I normally hard to shop for so this is an added benefit!)

Does "RAW" stand for "rules as written"?
