Noble Djinni

The SRD description for djinni (a subrace of Genie) states:
Some djinn (1% of the total population) are "noble" and can grant three wishes to any being (nongenies only) who captures them. Noble djinn perform no other services and, upon granting the third wish, are free of their servitude.

Does this mean that, when I cast summon monster vii to summon a djinni, I have a 1% chance of getting three wishes? That'd be awfully powerful for a 7th-level spell, especially since it has no XP cost.

If the answer is no, what's the point of including that text?

I'd have to say no. The point of the text is that some of the genies out in the wild, so to speak, are nobles.Of course the DM could allow it and then try to make the wish go astray of intention.
