Non-Newtonian movement...

if running is a move action, wouldn't everyone run all the time? whats the down side? is it like 3.5 were you are flat footed or something similar?
Some thing. You run and it gives all your foes combat advantage on you.

And a lot more monsters are sporting sneak atatck in 4E, so don't feel safe even if your foes are not wearing leather armor.

Running to keep pace: Doesn't look different from 3E, does it? (20 ft Dwarf, Elf 30 ft). So I guess the Elf has to go slower if he doesn't want the Dwarf to be exhausted from walking the city. ;)
But in 3.5 if the dwarf run he would move faster than the elf, not move by his side.

How can you be slower than not moving, or only moving 5' anyhow?

Who gives a rat's butt about them walking down the street? Most people don't "move" at combat speed most of the time anyhow. They move at regular speeds, for one that might be a brisk walk, others might like to mosey.

Overall the participants in combat move MORE than they ever did in 3.x. So while they might be "slower" at first glance, they at least use the mobility they have...

An elf's maximum speed is 4,6 m/s.

... or 6.4 on the diagonal...

Well, it's 9 squares per round.

Given that an encounter lasts 'about 5 minutes', I don't think you can really gauge exact speed based on squares per round.

A dwarf sprinting full-out goes 14 squares per round (2 move actions).

An elf hustling goes 14 squares per round (2 move actions).

An elf sprinting full-out goes 18 squares per round (2 move actions).

I fail to see the problem.
