[OA] CR Question (my players stay out)

Am I missing something, here? Why is the Dokufu a CR19? Because it can assume an alternate form of an old woman? Look at this stat block:

Dokufu: CR 19; Size H; HD 16d8+128; hp 200; Init +8; Spd 30 ft., climb 20 ft.; AC 26 (12 Touch); BAB +10; Atk: +19/+19 melee (2d4 + 9, Claws); SA Vomit Spawn, web, implant eggs, swallow whole, frightful presence; SQ alternate form; AL CE; SV Fort +18, Ref +14, Will +14; Str 28, Dex 19, Con 26, Int 15, Wis 18, Cha 15.

Skills and Feats: Bluff +18, Intimidate +12, Spot +22; Alertness, Cleave, Combat Reflexes, Improved Critical, Improved Initiative, Power Attack, Frightful Presence, Swallow Whole.

I mean, it's not really terribly impressive, is it? The vomit spawn is fairly weak (requiring something like a DC 14 FORT save, I think), the implant eggs ability is also weak, and it can only swallow whole on medium creature. It's frightful presence isn't that hot, either. It's saves aren't horrible, but they're not exactly amazing, either.

So why is the Dokufu a CR 19 creature (the most dangerous non-dragon in the OA book, IIRC, except for the errated Kirin, maybe).

Maybe the CR assumes the presence of some spawn or whatever hatches from the eggs? How do those abilities work exactly?
