Odd PC CDROM Glitch

I'm looking for some advice regarding a CD read problem I'm encountering.

I recently switched my computer at work to a newer machine (2.0 P4, 512MB RAM, 40GB HDD, DVD, CDRW, XP Pro). I reformatted the machine using the same disk that originally was used to install XP and proceeded to install my programs on the computer.

When I installed antivirus software, I discovered that both optical drives will only read CDs if the machine is rebooted. It seems to recognize that there is a CD present, but will only read the data after a reboot.

Here is the list of programs currently on the machine
Acronis True Image
Ad-Aware SE Professional
Office XP Small Business
Splash ID
ERALink (automotive software)
EDM (see above)
HP Software for an all-in-one printer
eTrust Antivirus 7.0
Palm Tungsten software
Adobe Reader 6.0

As far as I've been able to determine, this problem didn't occur for the previous user and when I uninstall the AV software, the problem goes away until it is reinstalled. I've tried Norton and eTrust and both cause the same problem.
