A paladin or ranger of less than 4th level has no caster level. That's not the same as having a caster level of zero. Since they have no caster level, they cannot make caster level checks, in the same sense that a non-casting class cannot. I believe that's what PoE is trying to say.

This is what I see in the SRD:

It is possible for more than one character to cooperate in the creation of an item, with each participant providing one or more of the prerequisites. In some cases, cooperation may even be necessary.

If two or more characters cooperate to create an item, they must agree among themselves who will be considered the creator for the purpose of determinations where the creator’s level must be known. The character designated as the creator pays the XP required to make the item.

That certainly rules out theory #1.
 

I agree, tecnicality I believe 1 is out (but would qualify as a house rule in my games). It seems that 2 is the correct answer.

I would like to see an FAQ at least with an example of an elven rogue as the creator of boots of elvenkind.

I have DM's that believe that a 1st level wizard and 1st level cleric would result in the wizard losing exp to create an arcane cure light wounds that only a bard could cast since he is the only arcane caster with cure light on his class list. A FAQ on Patrons cenario would help, but wouldn't completly clarify the elven rogue contribution

Well, again, you have the problem that the prerequisite is not 'elven blood', which could be provided by an elven rogue with a wizard as the creator (with the CWI feat), but 'creator must be an elf'.

So if the elven rogue is 'the creator', he satisfies the 'creator must be an elf' prerequisite... but the caster level of the boots is too high (since the rogue has no caster level, and caster level is dependent on 'the creator').

But there is no caster level requirement. Regardless, the wizard could concievably supply the feat, and the elf supplies elfhood, and pays the XP as the creator.
 

The crux of the question, to me, is something that I'm sure has been discussed before: if an item's caster level is x (such as 5th level for boots of elvenkind), is it in fact a prerequisite that the creator must be at least caster level x? or that anyone involved in the item's creation is caster level x? Or does she/they just have to satisfy those requirements that are explicitly stated to be prerequisites?
 

Caster Level is not a prerequisite. It specifically states that the prerequisites can be found AFTER the caster level, therefore the prerequisites do not include CL. However, all of the Item creation feats require a caster level to create, so at least 1 person must have a caster level.
 


I've always thought a character can only be designated as a "creator" if they possessed the necessary Item Creation feat. How can a character create *anything* if they do not? Kind of like calling an individual who provided the necessary materials for the creation of a sword to a swordsmith and then calling that person the crafter of the sword...
